Is there really a “bad” incoming link?

Probably the most important aspect of SEO is Link Building. At least this is what I have seen. Having incoming links to your site is one way that “word of mouth” can spread online. Linking to a site is the easiest way you can tell a visitor to go to a different site that is related to yours… it is also the way search engines compare you to other sites. And it is the way that web crawlers are pointed to your site. If you are new to the SEO game, incoming links are your bread and butter for rank boosts across every major search engine.
But who can you trust when you get a link?
Is there anyone out there that has run into problems with links? Can sites actually go down when they get a “bad” link.?
